구조 질문입니다

what절 2개가 주어이고 is가 동사로 걸린건 알겠는데 그 뒷부분 구조가 안뚫려서 질문올립니다. build on~ 이후부분 구조가 어떻게 되어있는건가요..?

what (we know ) are the aspirations .... 삽입구조. 미국국민의 열망과 희망이라고 우리가 알고 있는 것 위에 세우는 것이다.
