관계대명사 문제인데요..

저는 예전에 선생님한테 부사는 어느 자리던지 가능하다고 배웠던 거 같은데요

 

The managers from the company and the union negotiated an agreement ______ to both sides

 

이 문장에서 정답이 (1) satisfyingly와 (2) satisfactory 중 2번이라고 하는데요,

 

1번으로 봐서 부사가 중간에 삽입되고, 뒤에 to부정사 이하는 단순한 전명구로 보면 안되는건가요??

an agreement which was satisfactory to both sides 의 준형입니다 부사가 앞의 명사를 꾸밀 수는 없습니다
