앞의 Lives와 all은 동격명사로 보면 될까요?

 

construction will begin in May instead of March as planned.

타미선생님... 여기서 as planned는 앞에 주어와 be동사가 생략된 형태인가요?

해석을 하자면  공사는 예정되어졌듯이 3월대신에 5월에 시작된다. 이정도인가요?

as it was planned 의 축약구조입니다
원래계획되었던대로 3월대신에 5월에 시작한다 입니다
