the metal fence 가 아직 건설되지 않았습니다. 그래서 건설될 것이라고 한 것이구요 그런데 이것이 건설전에 시설의 부지를 둘러쌀 수 없습니다 그래서 둘러싸게 될 이라고 시제의 일치를 주어야 합니다
