전치사 생략?? 질문입니당

선생님.. what time shall we meet? 자주 접하는 문장인데요. meet at 3:00p.m 이런식이 되어야 하기때문에 at what time shall we meet? 이렇게 되어야 할것같은데 ...시간 같은거 물어볼때는 전치사가 생략될수있나요? 그리고 it is no wonder that~. 구조에서 it/that 가주진주 구조이고 wonder는 형용사로 쓰여지는건가요?

구어체에서는 그냥 at what time = what time = when 입니다 물론 what time 이 주로 시간대를 말하는 폭좁은 표현입니다
wonder 는 명사보어입니다 it is no wonder 그것은 놀랄일이 아니다.
