형용사적 to부정사 용법 질문드려요

 토익 1000제 4회 153~154 지문을보면

Eagle Hills is the place to be!

이라는 문장이 나오는데요, 해석은 있을곳이라고 잘 해석되지만, 후치수식을 구성하는 두 단어가 어떤 관계에 있는지 궁금합니다

제 생각에는, the place to be at  이렇게 at을 넣어서 전치사의 목적어로 사용되어야 될것같은데 지문에선 그냥 the place to be라고 나왔더라구요

the place와 to be가 to부정사 후치수식 중 어떤관계에 있는지 궁급합니다

원래는 the place to be in 혹은 at 이 와야 하는데 관용적으로 전치사를 생략하고 사용합니다
